Starting Tuesday, April 8, 2025, drivers can't use the I-95 northbound ramp at Columbus Boulevard and Lombard Circle. PennDOT's two-year closure forces traffic to use the Summer Street entrance during construction.
Workers will tear down an old concrete pier and build new foundations. This work is part of the huge I-95 CAP project, which will create an 11.5-acre public space covering the interstate.
Until mid-2027, drivers need to take different routes. Officials expect longer travel times through construction areas.
Between Chestnut and Walnut streets, the CAP project will cover the highway section. Plans include a community ice rink, green spaces, and a modern wood structure open to everyone.
Hill International watches over the entire project. Their team keeps track of work progress and costs to hit the 2026 completion date.
New paths will connect Philadelphia's waterfront to the rest of the city. Walking paths and green areas will join previously separated neighborhoods.
This work is a big step in improving Philadelphia's basic infrastructure, combining needed road updates with public spaces.
The I-95 Summer Street ramp will take care of redirected traffic. New signs will help drivers get to I-95's northbound lanes.
Once done, the park will cover the interstate near the Delaware River, making it easier for people to walk between East Philadelphia and downtown.
